A New Chapter Unfolds: Dr. Teody C. San Andres Installed as Bulacan State University's 4th President

Dr. Teody Cruz San Andres was formally inaugurated as the 4th President of Bulacan State University in a ceremony presided over by CHED Commissioner and BulSU Board of Regents Chairperson, Ronald L. Adamat. This investiture marked a significant milestone in the university's journey, aligning with its 119th founding anniversary. The ceremonial investiture took place at BulSU Valencia Hall on December 11, 2023.

For the first time, the university held an investiture for the installation of its university president drawing enthusiastic participation from neighboring state universities and colleges in Central Luzon, private higher education institutions, and various government agencies. In attendance were the members of the BulSU Board of Regents and delegations from the private HEIs and other government agencies, including COA Commissioner Mario G. Lipana, CSC Region III Acting Director Atty. Rosalinda Tanaliga-Oliva among others. The investiture also witnessed the notable presence of the Bulacan Provincial Governor Daniel R. Fernando, Vice Governor Alex Castro, Atty. Lyvette San Diego representing 1st District of Bulacan Representative Cong. Atty. Danny Domingo, Vice Mayor Miguel Tengco Bautista representing City of Malolos Mayor Atty. Christian Natividad, alongside spiritual leaders and stakeholders. They all came together to support the installation of Dr. Teody San Andres as the newest president of BulSU. Quoting Cong. Danny Domingo’s message, as conveyed by Atty. San Diego, "Wala nang mas mainam pang kaagapay ang BulSU sa pagtataas nito kundi si Dr. Teody San Andres" (There is no better companion for BulSU in its ascent than Dr. Teody San Andres). CHED Commissioner and BulSU Board of Regents Chairperson Dr. Ronald L. Adamat emphasized in his message that the university's achievements and performance would be sustained under President San Andres' CIS leadership. Dr. Adamat described Dr. San Andres as a consultative, inspirational, and servant leader, challenging him to meet the expectations of the BulSU Community.

In his inaugural address to the BulSU Community, President San Andres acknowledged the mentors and collaborators who shaped his personal and professional growth. He attributed his progress as a person, educator, leader, and man of faith to the guidance and blessings from the Almighty Father. President San Andres shared the overall direction and expectations for his four-year term, sharing a comprehensive report on his initial 100 days in office. Notable changes included revisions to the admission policy with a decrease in the GWA requirement, increased incentives for board examination topnotchers, and improved benefits for faculty members including increased faculty training allowance and putting up of legal defense fund for regular faculty members.

President San Andres also highlighted streamlined administration processes, such as on-time salary remittance for the NAP and faculty non-regular categories and the implementation of the BOR-approved optimized organization structure. Additionally, he reported on successful negotiations with the BulSU FAU Negotiating Panel, leading to amendments in articles that included free APE through HMO and the provision of BulSU Provident Fund. The president concluded his speech by announcing the initiation of an all-day prayer session every Wednesday for the BulSU community find time to reconnect with the Almighty Father within the campus.

Dr. Teody C. San Andres, the fourth President of Bulacan State University, obtained his Bachelor's degree in Elementary Education from Baliuag University in 1988. He later pursued his Master of Arts his Master of Arts in Education with a specialization in Filipino at the same institution in 1993. In 2000, he completed his Doctor of Philosophy in Linguistics and Literature from the Philippine Normal University, Manila.nPrior to his presidency, Dr. San Andres held various key positions within and outside the university, showcasing his commitment and expertise. He served as the Executive Vice President and concurrently managed several administrative roles, including Graduate School OIC-Dean, Region III NBC Zonal Center Director, and Filipino Director of the BulSU Confucius Institute. In 2004, he was appointed as Director of the Kagawaran ng Wikang Filipino, Technical Staff for the Center for Interinstitutional Research and Policy Studies (CIRPS) in 2007, and in 2013, he assumed the role of Dean of the College of Education until 2016 and was afterwards appointed as Vice President for Executive Operations.
