CHED Memorandum Order No. 17 Series of 2012

In view of the recent events concerning field trips and similar activities of Higher Education Institutions (HEIs) that have resulted to death and serious injuries to students and other members of the academic community, and in the exercise of the authority vested under Republic Act No. 7722, the Commission en Banc at its 487th regular meeting today, with concurrence of the Commission on Higher Education (CHED)'s Management Committee, has approved and hereby imposes a moratorium on the conduct of all field trips and similar physical activities in all public and private HEIs, effective immediately. The Commission also reiterates the strict directives in CHED Memorandum Order No. 17 Series of 2012 "Policies and Guidelines on Educational Tours and Field Trips of College and Graduate Students" (see attached).

In lieu of field trips or external campus activities, all HEIs should institute replacement activities that will serve the purpose intended by such off-campus activities, preserve the objectives sought to be achieved, and see to it that no student shall be negatively affected by this moratorium.

This moratorium shall continue and remain in effect until all measures have been undertaken to effectively address the issues concerning field trips and the stringent procedures supposed to be adopted by HEIs to ensure the safety and welfare of the concerned HEI stakeholders, as embodied in the enhanced CMO regarding the conduct of filed trips and other related activities.

Failure to comply with this directive as reported by the CHED Regional Offices concerned shall cause the Commission to institute the necessary actions against the HEI concerned. Strict compliance is herby enjoined from all HEIs and its governing boards and responsible officials.
