This edifice is dedicated to the memory of the late Dr. Deogracias P. Flores, the first acting president of the Bulacan College of Arts and Trade (BCAT), now the Bulacan State University by the virtue of BCAT Board of Trustee Resolution No. 45, s. 1966, Dr. Flores served as the last Superintendent of the then bulacan school of arts and trades (BSAT) before its conversion to BCAT by the virtue of RA 4470 on June 19 1965. He also served the institution (the then Bulacan Trade School) as principal just after the 2nd world war (1946 – 1957).

He began his career in public education as a shop teacher. In july 19, 1942; became the principal of Sorsogon Trade School (1945-1946). Supervisor of the Bureau of the Public Schools (1957-1960), and Chief of Section, Bureau of Vocational Education (1960-1965).

He was born on December 13, 1902 in Calumpit, Bulacan and joined his creator on February 22, 1985.
